PARAPHRASE: The OIG office needs to define its mission; the last 3 in office had different missions. The lack of a clearly defined mission contributes to public misunderstandings about the OIG and conceptions that it is "predatory"; esp. to the black community. A clearly defined mission would dispel such concerns. The IG should work under specific directive and not be free to interpret the mission of the office.
